The opinion of H

the Council shall be signified by nesolution upon which ex officio Members snd Öfficial Members of jhë Council may speak but may not vote. No major chatige in immigration policy which is contrary to an opinion expressed in quch resolution shall be put into effect by administrative action and no legislation to implement any such major change shall be introduced into the Legislative Council.

Olause 72 is as follows:-

"In this chatse major change in polidy" means any change in folisy szrept a change which, in the opinion of the High Confesioner is too un?** important to require consultation with Their Highne hos the Rulers."

A copy of Despatch No.127 of 18th June, 1946 referpeã to in paragraph 4 of the enclosed savligram is attached.

5. On 7th May Last I wrote to Chataway' in connection with Conclusion 6(b) recorded in the minutes of the Meeting held on 21st October, 1947, (over which you presided) to the effect that the Board of Trade would revise the United Kingdom draft as a basis for the text to be presented to the Chinese. I told Chataway that we proposed to make specifio drafting suggestions in due course relating to certain points in which the Governments of Hong Kong, the Federation of Malayu and Singapore are especially interested. We have not produced these drafts yet and there seems to us, because of the continually changing conditions, to be some advantage in waiting until your revised draft of the Treaty (which we assume still to be in preparation) is ready and we can send it to the Governors concerned for their comments.
